I don't know if there are any difference for taking first RB at level 165 and level 150. If there is none make it so that you get extra stats point for every level from level 151 before taking first RB. This way you get rewarded for the hard work

ps: Is there any difference between taking first RB at level 150 and level 165?

There is no difference. Leveling upto 165 will help you with bossing. There are no extra skill points because that would permanently grant extra stats to certain players which cannot be attained by others who have rushed to RB at earlier level. This difference in stats would create imbalance in the game.
