Suggesting a small improvement update

My GM friends take a look on a small update as follows :
1. Put 4min cd on elixer like other premium larcs. Which can make an opportunity to non elixer users.
2. Reduce Crystellen cd from 60 seconds to 30 secends.
Just suggesting to make server more balanced.
More important : New id's for my entertainment purpose most welcome
