what is the use of this TOD??

I guess its used to make lvl 10 items lvl 10+. but if it fails, the weapon gets destroyed.
So unless ur luck and favours is so damn high or u're uber rich, it would be better not to try

Chance to get your weapon to lvl 15, but also chance for it to go POOF

I dont think in default settings the lvl goes 15 direct. from what i've read, the chance is like:

1. **poof** (max chance)
2. lvl 11 - lvl 15 with chance decreasing as the lvl goes higher
