In of the posts GM Blade has provided link to the file which gives information about drops given by different creeps.

About that skill drop list you mentioned in 1st point is not working.
I am really doubtful about the presence and impact of npc relation you mentioned in 2nd points of individul toons. Many thinks there is no such thing as npc relations.

The link regarding drops really works. I downloaded the file on my phone and unzipped it via rar application. After its unzipped, you can access the file. The files are in .htm format.

I am sorry I had to edit your post to remove the 3rd link. It appears to be server specific and there are few combinations which are different. I have removed it just to make sure people don't craft wrong items and mail to the support seeking a change in the item.

i mean to say that few skills are not dropping for the mentioned creeps in the list.
