Take necessary action against abuser RAMARCHER

Dear GM,
Necessary Action must be Taken Over this abuser. I bet this is not his First time to abuse someone, He keeps abusing All His Enemy's. But they ignore. It's OK if he'd abused For the first time, but I think there are more than 3 posts on Forums About his abuses. Last time he was banned for 7 Days, But still Continued Abusing. Hope you take necessary Actions against him.
