Question on cooldown for BOR

Hi Gm's
The cooldown for Breadth of Redyan is 35 seconds while the skills wears of in 12 seconds.
We need to lower down the cooldown rate as while bossing multiple bosses at once, we would require to reapply BOR.
Please advise.
