Interestingly (and very strangely) no one who plays HK reported this.
For mage, As GM Scar pointed when cooldown was introduced mage non ele damage was increased and hence when cool down was removed it was undone.

after patch update.
mage nearly lost 4-5k dmges on sb.
and most of it is related to base dmg going shit.
so it is no way a upgrade but degrade to mages.
and most hk's did not notice the bor bug.
that sounds actually weird.
or maybe they too thought like mage players that it maybe fixed later on.
