Question related to g9 unique

Dear Sir

as the website of a3 mania says the g9 uni weapon has the following properties

Paum Staff
Grade 9 Mage ElE Staff
Properties:
Decreases inflicted Damage by 7%
100% increase in attribute damage
Ignores opponent's Magical Evasion

Just wanted to ask you if these properties like decr in inflicted damage by 7% and ignoring of opponents magic evasion...do these properties come into picture only when we PK??? or during boss hunts also???

and yea 1 more thing in the a3 mania website u have mentioned paum staff as mage ele staff whereas in the a3 mania ehsop site paum staff is classified as non-ele staff..please let me know which one is correct i.e. the a3 mania site or eshop site??

works on monster (creeps n boss) and on players too..

Paum is g9 uni ELE staff (NON-DEX) wid a max ele of 63

non dex staff meaning it is suited fr non-ele mages or ele mages???
