"We are not responsible for scammed items"

Hello guyz,I am new to this server, and I am enjoying every bit of it.Recently i was following the character Descendent's(dunno if i spelled it rite) hack issue.I am in high regards for the justice done against the hackers by the admin.Feel this is a server where the admin backs every good gamer here .
But on the otherhand i feel some changes need to be made about the 'we are not responsible for the scammed items issue"rule.Recently my friend got scammed of his Redyan necklace.Poor guy was devastated,as it was his hard earned money which was used to buy it.
My question to the Admin is ,are there any steps by which these scammers can be brought to justice?''We are not responsible for the scammed items" isnt this rule adding more guts to these people? You get banned /penalized if you hack someone,But you walk scottfree if u Scam someone?
Though we are new Players here,we have trusted the Admin and bought g10s and other items, which by any means are worth a good sum.The only thing Players like us need is some kind of assurance against these scammers.
I admit we trusted the wrong guyz....But we certainy know we havent made a mistake trusting the A3mania administration.
