What's the use of Vsync can any GM please tell?

Vsync On = FPS (Frames per second) will be limited to the refresh rate of your display device i.e. laptop screen or desktop monitor
Vsync Off = FPS (Frames per second) will be depending upon the device capability i.e. graphics card etc

Generally refresh rate of display devices is 60Hz i.e. 60FPS. Older devices may cause issues when forced to display FPS way higher than that as the CPU/GPU will push more frames than the device could display at a time thus ending up clogging the buffer area of display device and resulting into display issues.

So basically, if you are facing display issues such as flickering, stuttering etc, keep vsync ON.

Will it resolve graphic lag completely or it's just a way to reduce it?

It is just a way to reduce it, but if the machine can't support even that FPS (60Hz) then only thing that could be done is machine upgrade :)

My machine matches the recommended system requirements, still I face graphic lag in a3mania.

I mean the lag occuring from graphics glitches
