And bout the foreign lagg issue...the main problem isnt ur ISP...or ur connection speed..its just a part of the problem... !
One of the main problems is ur route... ... !

When the server was in germany...some of the ppl in idia were also having pings like 120-140ms.. !
this was possible just coz of their direct route.. !

That is clearly ISP problem.
