not getting passive skill points

dear sir

Just before i performed Rb 3 i had around 50 psp..i used up all 50 psp to gain passive skills and then i took rb 4...after taking rb 4 i got only 5 psp wen i reached 153/154 not sure about the level..i purchased one passive skill which needed only 5 psp and then i took rb 5(current rb)...right now i am level 150 still i have Zero psp's..can u xplain the reason behind it...because normally a char starts gaining psp after lvl 100..and a char gets 1 psp for every level after lvl 100..but in my case i am rb 5 and 150 level..still my psp is zero only..plz throw some light upon this..
