Guys Plz Help me On This Plz Check it out

Guys Earlier When i Used to play mania i was able to dual with no lagg or the screen was not getting stuck on loading..
that time whn i used to check my ping in command prompt by ping a3mania.com -t
it used to show ms below 100 and i was able to dual without any problem
but now whn i ping in command prompt ping is cmg more than 300ms
and whn i try to dual the screen always gets stuck on loading
i Am using Airtel Internet with 256 Kbps Unlimited Plan?
Guys Suggest me should i increase my Net Speed By Changing to another plan so that i can dual and lvl up properly
or should i increase my Ram of my pc
Currently My Ram is 2gB and With this Ram only i used to play Few back also
Plz Let me know Should i Increase the Ram or Increase the NEt Speed by changing to another Plan so that i can dual properly
